The simple answer is,

When the AP is talking to the 11Mbit customers it is in
that mode. When it is talking to the 1Mbit customers it
switches down to that mode. You take a "slight" performance
hit because the AP has to do the switching, but typically
the performance hit is minimal. If you start having a lot
of 1Mbit customers then your 11Mbit customers will start
to notice because it of course takes longer to transfer the
packets at 1Mbit than it does at 11Mbit. The more 1Mbit
customers you have, the slower your connection at the AP
will become.
