The best way is always set the radios for the fastest speed
possible. Then throttle the customer (their speed, not the
actual customers) to the desired speed at the NOC. You want
the data transfers over the air to happen as fast as possible
so that no one customer is monopolizing the wireless network.

Because the data is transferring faster over the air than onto
the net, there are gaps in the amount of time that the customer's
radio is talking to the AP, so other customers have a chance to
get their packets through.
