I was going to explain in similar terms, but You said it better and quicker. Sounds like you use to be chip designer at some point.
One more point to add. It may be effecting very small number of unit too. Here is why: When chips are manufactured in the FAB, there are various process corners in the FAB. Most of the chips are designed for best case(faster chips) and worst case process (slower chips). So when the wafers are going through the FAB, some of the wafers will have worst case process and some will have best case. Now typically that data is kept with the process engineer and that typically don't make it to customer in this case ATMEL and will certainly not make it to SB. So, wafers that came out with best case process will certainly not see this problem. But the worst case will see this problem. Most likely SB will have some way to read the data with slower memory cycle, may be not in the burst mode, but some other mode but this certainly can effect the speed of the device.
