I do it for all clients.  I would guess that if it is necessary then it will
be necessary for all.

Does RTS need to be specified on every client for this to take effect? Or
can I try one at a time?

When I kick off half of the clients, my throughput goes back up to the 2
Mbps range, but with 35 on there, the throughput goes down again.

I guess I will add a 3rd APPO to offload the clients.
