Hi Carl,
The low RSSI means, perhaps due to the channel interference. Please select the site survey option from the CPE and see if there is any other AP is running with nearby channels. The RSSI value may affects due to noise (SNR) and interference. This value can be improved by aligning the polarization or directivity of the antenna to reduce the noise level. Sometimes if there is high level of noise from the other transmitters (out of band) nearby the AP or CPE location may lower down the RSSI value of the CPE. Please let us know what type of antenna you are using on both ends along with the some information regarding the distance between the two links.

My Link value is 85-90% My Rssi value is 52-55% Distance is 10 miles.
What is the problem???? I am assuming interference.
