after installing fso-usaged and setting ousaged.disable to 1 like you 
described add the following settings to frameworkd.conf to enable the use of 
fso-usaged:

[fsousage]
lowlevel_type = openmoko

[fsousage.controller]
[fsousage.lowlevel_openmoko]
