I've been working on the assumption of 3.1 - matching Lucene.
Solr exposes Lucene both indirectly and directly - matching the
version can be very meaningful to the end user.

Will it work forever?  I don't know - but Lucene has only had 2 bumps
in it's whole life, and solr has had none so far.  These seem to be
rare events.  And if it becomes necessary to bump Solr's major w/o
Lucene in the future... well, so be it.  It will be a major version
bump - so people will have to read to understand what has changed
anyway.
