Should this need any coordination or special handling? It will only be usable by
people who have already registered for spamcop submission. Does razor2 (which is
already fed by spamassassin -r) not also request that only manual submissions
are made not automated ones? So a user should already not be using spamassassin
-r in 'automated' mode.

Also after submitting to spamcop the submitter has to visit the spamcop site to
review the submission before it is actioned. So, I think that no extra action is
required in addition to forwarding the spam (in an attachment of type
message/rfc822) to the user's personal submission address.
