I've been reporting via spamcop.net -- that helps, in that it means more
of their spam is blocked, and spamcop also sends reports to the ISPs so
they may get kicked off.

But taking legal action -- CA residents may be able to use the new spam
law there.

Spam laws vary very widely -- some will be thoroughly useless -- but some
will be useful.   In particular, laws that allow you to take a spammer to
the small claims court, and gain sub-$1000 damages thereby, would be
great ;)
