I don't want to beat this off-topic dead horse any longer than anyone else, but
I do want to point out the very excellent consumer high speed service Speakeasy,
which has quite a liberal TOS.  They say (in a nutshell) "Hey, you're paying for
it.  As long as it ain't illegal, have at it!"  They'll even provide tech
support to help set up a wireless network to share your connection with your
neighbors.
