Time to ask him to show it to you, you just can't seem to locate the
imaginary section he's trying to enforce.

I just love the paragraphs where cushions are mandated- like "add a 10%
buffer"- does that mean 
Add 10% to the volume? 
Add 10% to the required pressure? 
10% of the demand? 
Decrease supply by 10%?
If they'd require tank gradient correction and then a REASONABLE cushion,
tailored to the specific job's water supply, it would go a l;ong way in
making sense of "what they want" being reasonable. A 10 PSI cushion in a
cliff-like water supply isn't much, and 10 PSI on a 42 PSI residual-on a
mature, flat curve supply- could easily force a fire pump where it isn't
justified or an improvement.

I have never seen anything in NFPA 13 (I'll go out on a limb and say 
there isn't anything). FM uses a 10 psi cushion. Maybe that's where 
he came up with the number.
