I think that you will find that it is an old carry over from the Insurance  
Service Offices (ISO) that acted as AHJ for most jurisdiction across the 
country  until the early 1970's when the Government stopped them form doing 
this. 
They  always required a 10% cushion on flow test. Most AHJs assumed that it was 
a NFPA  requirement. The only thing that NFPA 13 requires is that 
consideration has to  be allowed for seasonal fluctuations and other such 
interruptions of 
the water  supply. This adjustment factor needs to be established and 
published by the  AHJ.
