We've only used pools as static water supplies. Regarding the issue on drawing suction while someone is in the pool - would it be possible to devise a preaction evacuation type alarm (something similar to a carbon dioxide fire system) to sound prior to the pump firing up? I see a potential issue with the delay in activating the fire pump though.
Had one a few years ago where the building owner pondered using their wine storage tanks in lieu of water.
