Think a bit about the scenario, if a fire is to the point that the hose streams are using the volume required for fire flow, (1,500 - 4,000 gpm) the sprinklers obviously did not work very well in the first place, might as well shut the sprinkler valve at that point and drown the building from outside.

If you go to Appendix B, Fire Flow for Buildings, you will find the required minimum flow rates and durations, based on building type and area (but NOT based on occupancy group) and the prescriptive allowance for discounts taken for sprinklers. But those are GROSS flow rates and it is NOT required that you add a separate concurrent flow for sprinklers. The tables are based on the reasonable assumption that the combined flow of hose streams and sprinklers, within the tabled parameters, is adequate for both automatic and manual streams.
