That depends on what one would consider "Significant". If a parts room
is 100 sq ft or 5000 sq. ft where does it go from just misc. to
significant?

You could use the definition is NFPA 13, 3.9.1.14 (2007) and just see
where the specific arrangement falls. But does the Misc. storage
actually include racked or shelf storage? Some will say it does and
some will say that shelf and racks do not fall into the Misc. category
since they are addressed specifically in 3.9.2 and 3.9.3. Be sure you,
the AHJ and EOR are all reading the definitions the same.

Personally I believe that the Misc. definition is for just that,
intermittent, general storage of odds and ends that are not racked or
shelved. If the commodities are on a rack or shelf then you follow the
criteria for that type of storage as defined in Chapter 12.

Subject: RE: Automobile dealership parts storage

Yeah, I envision a lot of insulated wiring harnesses and many plastic
items and small to medium cardboard parts bins, but because of the
"relatively"
small quantities and being what I would define as "miscellaneous", one
would not need to go so stringent as plastic or IV. I have always
interpreted the classes that are given in chapter 13 have in mind a
significant amount of the items it describes. Am I way off with this
line of thinking?
