I'm not sure if we can get hung up on words, when dealing with standards,
sometimes. There was a combustible crawlspace in a school designed to NFPA
13. The building was built on piles and the perimeter of this space below
the floor was enclosed with wire mesh. The Fire Marshall insisted that this
space did not have to be sprinklered (understandable as it complied with the
exceptions for spaces below a ground floor) but also DID NOT have to comply
with the 3000 sq.ft. design. The logic? He said it was not a "CONCEALED"
space as the wire mesh makes it "OPEN". The outcome? Three kids got into
this space (burrowed under the wire mesh), started a fire, and the entire
school burned down. Regrettably, this practice of not sprinklering such
spaces AND not designing for 3000 sq.ft., still continues.

And what makes you think the intent of the standard is to IGNORE the title
and every single section that says CONCEALED SPACE as well as past text that
said attic. That's the problem of using logic without all the pieces of the
puzzle (especially for something that isn't all that logical). This
criteria was based solely on the impact of a fire coming in through the
eave. I think we can all agree that how the heat interacts with the ceiling
thus how it reaches the sprinklers will differ between a fire through the
eave and the standard fire plume.
