Do check about the listing but the first test cock (the one on the first control valve) is for flushing the line and I can't see how adding a tee with another flushing valve would create any real problem. Of course we live in a world of perceived problems and rules that are inviolable even when no appreciable harm comes from their violation. Given that it will probably void the listing or the local water purveyor will interpret it as such.
