George,

It was probably designed and built by a civil engineer who got his FPE and
based on the 1918 NFPA 13 pamphlet, you know the one that is still referenced
in the exam. ;)

note: No FPE holding civil engineers were meant to be harmed during the course
of the previous comment.

Speaking of systems in/around places you'd think they'd do a better job with,
The Washington Engineering Center in Alexandria, home of the NSPE and NICET,
has a partial system and its almost comical to imagine what they were trying to
effect with it. Guess they need a visit from the SFPE.

I sent a friend of mine at NFPA a couple FDC caps for installation beside their
front entry after my last trip up there. NonProfit and all that, not sure if he
installed one or not, it was meant as a joke but I certainly hoped he'd take
care of the maintenance item.

There was a mid-rise apartment project 3 blocks east of NFPA headquarters in
Quincy that had exterior mechanical rooms with doors off the balconies and they
had a mechanical room fire about 5 years ago. It was bad, engulfed three
levels and spread across the balconies. Code at the time didn't require them
but I was told afterwards they were installed. If they're not required maybe
you might want to offer it as an option. Just a thought.

6.9.7 Sprinklers shall not be required in closets on exterior balconies,
regardless of size, as long as there are no doors or unprotected penetrations
from the closet directly into the dwelling unit.

I don't have the 13R 2007. I have the 07 handbook, which doesn't include 13D &
13R unlike previous editions. Does 13R 2007, say anything different? 2007 is
not the governing code, but I'd certainly like to know the intent.
