When we see over framing, we usually have to ask for the access hole and
then they make it as small as possible. Usually that means smaller than a
return air register in a ceiling. Unless the fire originates under that
hole, there is no way that you'll have both levels going off at once, and
even then, after the first "Above" sprinkler goes off, the dormer will cool
to the point that a fire below will not set off additional sprinklers
without burn thru of the plywood.

It's more like a cloud ceiling. There is more of a potential for sprinklers
to open both above and below Besides, there is no separation that would
allow any of the sprinklers to be omitted per 13.

Why would the sprinklers under the plywood have to be included in the remote
area? Isn't it like putting a head under a duct or some other obstruction?
