I believe that the intent was to let you know that when the occupancy
exceeded 1000, more standpipe protection was required based upon that fact
alone. Just as 905.3.4 allows class II & III standpipes under certain
conditions for stages. Your correct there is no class three requirement in
905.3 unless its unsprinklered in which case a class I standpipe is
required. But when your reading code you can't just stop because you think
you've found the only thing you need. Read all of 905, see what other
sections say about A occupancies, and which apply to your situation.

Is your occupancy over 1000? No? then 905.5.1 doesn't apply.

Subject: A1 and A2 Standpipes

What is the intent of IFC 2006 item 905.5.1 calling out a location for Class
II hose connections in the rear of auditoriums, balconies, and dressing
rooms of A1 and A2 occupancies when there is no requirement for Class II
systems in these occupancies in neither 905.3 nor the special detailed
requirements of IBC chapter 4?
