A Class II standpipe is required for those conditions set forth in Section 905.5. It seems odd that one can eliminate the Class I standpipe when the building is protected in accordance with NFPA 13 yet the design professional is required to provide the Class II standpipe, and it is. This is an old provision that came out of the AIA (American Insurance Association) building code in response to the Iroquois Theater fire. It's a provision that should be deleted but no one has ever submitted a code change to do this, so you're stuck with the requirement unless you develop a reasonable alternative materials and method for approval by the code official.
