Brian,
 First,I don't know of a section that deals with this type of item.Second,if the
panels are non-combustible,you may need only to clear below them with heads
no more than 12" below the deck.Third,if the panels are combustible,depending
on their size,this may be considered one of those unprotected areas that would
require a 3,000 sq.ft remote if protection is not provided above them.Maybe
a call to your AHJ would be in order.Always a safe bet.JMHO
