I liked the vision of melted butter rlling downthe streets of Boston, drowning the marching lobsters from the early days of the Forum.
Especially poignant later watching the Quell video about "Yes, freezers burn" and the melted cheese and water run-off in WI at a fire that burned a few days. Guys in waders opening plugged street drains, getting the glop out so the local flooding from firefighting operations would run downstream. Had to be a Helluva stinky mess to deal with since there was too much to contain, and it was flooding the streets at the fire scene. There is no mention of fire sprinklers so my guess is the BAHB (Babylonian Association of Home Builders) argued that the threat of death for the builder was sufficient protection for the owner. I believe they also argued that modern mud huts didn't burn and that due to proximity to the Tigris and Euphrates bucket brigades of slaves were all that were necessary. And finally, since the only threat seems to be from the house falling in per the code why would society want to waste money on fire protection that could be better put to use building palaces for the Despot, "smiting thy neighbors," and all around empire building.
