Is it possible that there is a water tank on site at an elevation of about 50 ft? That would give you about 25 psi at grade. I have seen some building with old tanks concealed in the building the a new owner never knew he had.

To do the repair, we shut off the water in the outside pit. We still can't drain the system. Clear water runs at about 25 PSI. We called in the water purveyor and they shut it off at the street. Same results unchanged. We have examined the original site plans showing only one connection. Water purveyor has checked their plans and agrees.
