Cliff: Most Tank MFG's have a suction sump option for vert. turbine pumps in fiberglass underground tanks. It's made much like the man-way extension up to ground level the sump extension extends below the bottom of the tank, and saves that extra volume to keep "Submergence" until the tank is empty.

Based on the minimum submergence requirement in 7.2.2.2.1 (quoting 07 now) you need quite a bit of water left in the tank to accomplish this. I have never done a Vertical Turbine in an underground tank but you obviously have to oversize the tank to be sure that you compensate for this.
