A final flashback on this item:
One of the members of the TC on NFPA 20 remembered this  why:

1.       Relief valves can be slow to open. Anecdotes were brought to 
the committee of sprinkler and standpipe systems blowing out because 
the relief valve did not open fast enough when the pump was turned on.
2.       Relief valves that are piped to atmosphere waste water.
3.       Relief valves that are piped back to pump suction really 
don't release pressure.
