That's just it. Some scenarios reduce the end head condition and the overall friction loss in the system. Some scenarios increase the overdischarge and therefore the friction loss in the pipes. Unless you AND the AHJ are well versed with hydraulics, you will end up doing calcs to prove the situation.

The less residual, the less the safety factor. The same as trying to use sprinklers with a k-factor of 8.0 in a light hazard design. It'll kill your calc's.
