That's correct, just because it's "H" doesn't automatically mean you need to go "EX".
One other thing to watch out for with bldgs. with "H" occupancies is the architects and PM's like to have you provide water spray on the steel so they can save money by not providing passive protection to achieve the hour protective rating. If you see that, you've got issues to raise. They will confuse the criteria in NFPA 15 for a passive protection substitute but nowhere in NFPA 13 or 15 will you find the practice of spraying certain steel elements being described as a substitute for passive protection on structural steel that is required by code.
