I would use CMU and fire stopping. I have always wondered why Architects and Engineers require a sleeve (usually pipe) around another pipe (sprinkler pipe), specify that the space between the sprinkler pipe and the sleeve pipe must be filled with fire stop and not require the same fire stopping between the sleeve pipe and the CMU, or sheetrock, or concrete? The only reason to use a sleeve is to keep wet concrete from filling the space so core drilling isn't necessary.

There will be plenty of existing 1" and 1 1/4" pipe penetrating these new walls. What is the best way to sleeve existing small pipe?
