Victaulic DPV have very low supervisory air pressures. They act more like a 
Pre-action valve the clapper is held in place by an actuator. Air pressure is 
critical to the operation. You must have an operating Air Maintenance Device. 
The high low differential is only somewhere around 5 to 7 psi this is from 
memory and I'm an old fart. Using the reading on the gauges on the valve is 
something that needs to checked. Bring a calibrated gauge to check them. I 
would bet you will find that your replacing air almost as fast as your 
discharging it out of the ITV. 

Set up is critical to proper operation get that right and I think you will be 
fine.
