I've seen this, at least for a short time, by eliminating the air. Best example 
4-story office, OH-2 (FM HPR).

Replace the checks... Are you replacing the clappers, or the full check valves, 
or the assembly?  Is it still a listed assembly for the water department?

Seen this a bunch of times, and I could have told you it was an Ames.  Ames has 
two different cam checks they use in their SS series.  I'm nor exactly sure 
which is standard, but one has a notch, or ridge on the cam lever that requires 
a higher flow than one sprinkler to maintain flow through the body of main 
device.  So basically the check opens, but can't get fully past this notch, 
then closes when the pressure on the downstream side gets closer to the 
incoming.  Water continues through the bypass until pressure drops enough to 
make the main check open again.  You can verify this by closing the bypass to 
see if the problem stops.  The solution is to change the checks to checks 
designed for "fire flow" which do not have this notch.

Could it be a programming problem ie.  The point is set as a momentary relay 
and not a latching relay?

We have a wet system that is having problems with the flow switch.  The flow 
switch would send a signal and then stop and then send another signal.  This 
would be happening intermittently.  We figured the flow switch diaphram was bad 
and then replaced the flow switch with the same results.  The main drain test 
is 60 psi with 50 psi residual.  The inspector's test was a globe valve that 
would flow water intermittantly; so we changed it to a ball valve.  It flows 
water continuously now with the same problem with the flow switch.  We checked 
the vane on the flow switch and the pipe is clean, so it's not hanging up at 
the riser.  Any suggestions?
