If I make a hook and test it and I state that it can only support 1000 lbs, but the local AHJ says, no problem, you can use that to 1000 lb rated hook to hang that 10 ton sack of radioactive lard and you use my hook and the lard falls and creates a cataclysmic environmental disaster, who is liable for the failure?
It's like when one of my kids does something they know is wrong and when asked why they did it, they point to their brother and say "but he said I could".
