Tim,

The EOR can specify marshmallows as fire protection if he wishes. You can't
but he can. Look at the Fed for example. They want IBC and NFPA 101 and the
most rigid when there's a conflict. And as their own AHJ they are quite
able to dictate thusly. You have the documentation that says this is what
he wants. If you're concerned about taking a fall for poor design send him
a letter (registered if you're really paranoid with a received return
receipt) asking if mix and match is what he really wants. Put a copy, and
the receipt, with your paperwork and you've done more than YOUR due
diligence, even if he doesn't respond. If you want him to change his mind
offer your ideas as an alternative. Maybe it's your birthday and maybe not.
