Is this really solid shelves? Or are there open longitudinal and transverse 
flue spaces at the rack uprights?

There seems to be a contradiction here. Table 16.2.1.3.2 states that it is for 
racks "Without Solid Shelves". 



Is this a code error?

Welcome aboard 

In a nutshell you take a ceiling density that is allowed for an open rack while 
addressing all the variable and then add in-racks as required by 16.1.6. That 
includes open rack arrangements with in-racks and a lower ceiling density as 
long as 16.1.6 arrangement meets or exceeds the open rack in-rack arrangement.  
You also get the additional reduction due to in-rack sprinklers exceeding that 
required for open racks dictated by 16.2.1.3.4. This is hidden in section 
16.2.1 (see below).  I tried to have it moved to the 16.1.6 section but I guess 
that makes it too easy so the TC rejected it.  That battle is not over. 

16.2.1.3.5 For solid shelf rack storage, Table 16.2.1.3.2 shall be used to 
establish the density/area criteria and in-rack sprinklers shall be installed 
in accordance with 16.1.6.
