Yes - building is a single occupancy hazard.

So the area next to the opening and the area under the opening could be 
considered separate? I was concerned that it might be considered one area with 
a ceiling that varies in height. The opening is less than 1500 sf. So any 1500 
sf operating area that included the opening would also include areas outside of 
the opening.

I would say yes and no.  It all depends on your selection of a design basis.  
The area below the opening has a tall ceiling so that PORTION of the building 
has a design basis that is not reduced.  The remainder of the building can use 
its own design basis that includes the reduction or follow the other.  
Naturally we are assuming the entire building is a single occupancy hazard 
classification.
