Manual of Style, 2004 edition:

2.2.1.2 - The phrase "shall be permitted" (to be) shall be used to state a 
permitted use or an alternative to a specified requirement within codes and 
standards.

2.2.1.3 - The phrase "should be permitted" (to be) shall be used to state a 
recommended permitted use or a recommended alternative to a recommendation 
within recommended practices.

The use of these phrases coincided with the removal of "exceptions".  On 
occasion I have found it useful to go back to the last edition that contained 
exceptions when trying to interpret the standard.

Though, "shall" means "yes you will" and "should" means "if it helps you".
You can find these definitions in the 12th printing of bobisims if you need to 
reference them.

NFPA 13 (2013) section 8.6.4.1.3.1 states "Unless the requirements of
8.6.4.1.3.2 or 8.6.4.1.3.3 are met, sprinklers under or near the peak of a roof 
or ceiling shall have deflectors located not more than 36 in. (914 mm) 
vertically down from the peak as indicated in Figure 8.6.4.1.3.1(a) and Figure

Per section 8.6.4.1.3.1, the maximum vertical distance below the peak is 36 
inches unless the requirements  of sections 8.6.4.1.3.2 or 8.6.4.1.3.3 are met.

My opinion is section 8.6.4.1.3.3 requires a minimum horizontal clearance of
24 inches, and therefore allows the deflector to be located at a vertical 
distance greater than 36 inches down from the peak.
