Richard is correct. This numbering system is known as a decimal outline (as opposed to the more common alphanumeric style) and follows Topic, Subtopic, Sub-subtopic, etc. Each lower entry refers to the next higher entry, etc. If a specific topic type falls under two different higher topics or subtopics then it must be noted in both places, and with a "see also" reference.
