Correct.   Chapters 1-12, 23-26, 27 typically apply generally, wherein
13-22, 26 are specific, as are the subsections of those chapters.

Applying Chapter 26 (Marine) other than vessels is an example of
overreaching.  

I know there are lots of TC folks in here, perhaps a "code arrangement"
paragraph similar to the NEC ?

It has always been my understanding that any specific requirements in a sub
section refer the that section only IE: 8.4.7.2.1 only applies to section
8.4.7  Large Drop Sprinklers. I have had some AHJ's try to apply things like
this across the board, but I can usually get a clarification from NFAP to
settle the matter.

Galvanized pipe, where used in a normal dry system must be figured at a
C=100??
