Unfortunately yes it needs to be in the standard, hence those unscrupulous
will leverage the unenforceable.  Isn't that why we have to have these
"rules" in the first place ?

As for stats, we ought not be reactive, rather proactive.

This practice is not limited to  used heads though. I have seen more buckets
of new heads than old. How many of these fail prematurely?
A smart fitter tries to minimize pulling heads when relocating drops because
he does not want to risk damaging it. Fitters aren't usually sent out with
10 heads on an add 4, relocate 6, job... for example.
I still want to see stats. Is this a problem that requires a "Standard"
solution?
