If I was in California, sure.  However the State I’m dealing with has only 
adopted the LSC and nothing more.

In the California Fire Code, page 2, it states the fire code is the minimum. I 
think this is your default position.

Anyone know where that is, I’ve hunted all over and can’t find it within either
