The standard recognizes EC is okay. The standard recognizes the hazard can be treated as light in the standard spray section. I would assume this was just missed or overlooked with regards to the EC section when they added the “light hazard” part to the standard spray section.
My opinion is this should be treated as LH but since you don’t have concrete evidence in the book pointing to a Light hazard EC sidewall you should have a conversation with the AHJ. Personally I think it unnecessary to have an 11.2K sprinkler required at this location for the extremely slim chance of a fire starting under and open garage door. Further, you said it is an OH building, you are just looking to control a fire from spreading, not suppressing the fire. If the 8K EC sidewall can’t control a fire under your 16x14 door long enough for the fire department to show up, you still have all those other sprinklers around the door to help out. With oodles and oodles of safety margin at every step of the way to get to your final design. Again, this is my opinion and it all comes down to the person on the other side of table if they agree or not. I actually submitted a public input on this very topic for the 2022 edition to try to get LH added to the EC section because we have run across this a few times. Fingers crossed it goes through!
