Bubble wrapping a component inside a cardboard box is not encapsulation. Take a look at the NFPA 13 definitions of a Class I versus a Class II commodity. From what you described it probably better fits into the Class II category based on the presence of the combustible packaging material.
Internal packaging often gets overlooked but can play a significant role in properly determining the commodity’s classification but you have to make the call as to how much it realistically elevates the fire potential of the base commodity. The person who wrote the specs for the project called them Class 1 Encapsulated. I’m thinking more like Class 3 because if you take the air out of the bubble pack, you are most likely at the 5% or under of actual plastic. Has anybody else run into this and how did you classify it. I’d like to know before I get into he horror show.
