I have a bit of a different take on this discussion.
I'm looking in Chapter 20 of the '22 edition of 13. And looking at the
definition of Class I in §20.4.1, and §20.4.2 for Class II, it appears
the main difference is the packaging. Single layer cartons with a
non-combustible product appear to be Class I, however when the cartons
are multiple-layered then it's a Class II.
I also think it worthwhile to review the information in §3.3.68, and the
annex dealing with when to consider some commodity encapsulated. What
caught my attention was the annex phrase "The term encapsulated _*does
not apply*_ to plastic enclosed products or _*packages inside a large,
nonplastic, enclosed container*_." [all emphasis is mine]
One more perspective.
sincerely,

Bubble wrapping a component inside a cardboard box is not encapsulation.
Take a look at the NFPA 13 definitions of a Class I versus a Class II
commodity. From what you described it probably better fits into the
Class II category based on the presence of the combustible packaging
material.
Internal packaging often gets overlooked but can play a significant
role in properly determining the commodity’s classification but you
have to make the call as to how much it realistically elevates the
fire potential of the base commodity.

*Subject:* [EXTERNAL] [Sprinklerforum] Class I commodity in bubble pack
I am working on a warehouse with a variety of products. Among this
mess are small metal parts and pieces (think 1/2 sheet of paper)
wrapped in bubble pack. Some are sitting out, some are in cardboard
boxes. The person who wrote the specs for the project called them
Class 1 Encapsulated. I’m thinking more like Class 3 because if you
take the air out of the bubble pack, you are most likely at the 5% or
under of actual plastic. Has anybody else run into this and how did
you classify it. I’d like to know before I get into he horror show.
In the interest of disclaimer, there are items in the space that are
Class 1 Encapsulated.
