Tanks are covered in NFPA 22.

Running any supply to the tank underground creates a floor penetration which
can become a hidden leak point in the future. If you get a leak in the tank
floor, you've got an uncontrolled disaster. You'll also have to deal with
cross-contamination control unless you rise up inside the tank above the upper
fill level but since you'd have piping within the water volume, the AHJ may
still require a backflow device on the system. Don't forget you'll have some
type of automatic fill valve that will need a home somewhere as well.

Typically the fill connection is above the upper fill level either in the roof
or high on the side. This creates an air gap for cross contamination control.
If it can freeze, they are typically insulated and possibly heat traced with a
supervised HT system.

Coming in the bottom is just not a good idea for many reasons.

Subject: [EXTERNAL] [Sprinklerforum] Storage Tank

Might be a silly question but when using a storage tank for a pump where is the
tank fill located? Top, Bottom, Side, etc. This is in an area where it does get
cold enough to freeze so I'm wondering if it can be filled from under the tank.
The city supply psi will overcome the head pressure in the tank so technically
it would work.
