I’m not sure this qualifies as an ASRS system. The ASRS systems I have dealt 
with have fixed racks with narrow aisles for the robot. I this situation, the 
racks move along a track and are manually picked.   
  

  
I designed a similar arrangement for a plastics storage room. I designed the 
protection for multi-row rack storage over the entire room. That arrangement is 
covered in NFPA 13.. However, there is no discussion about multi-row rack 
storage in any tire storage standard I could find.   
  

  
The drawing from the engineer, with a randomly placed aisle, shows tires stored 
(on tread) 22 across, 18 deep and 3 high. Tires will the either touching or 
close to it. I am not sure if a standard that shows single and double row racks 
in the job description would be applicable to something like this.
