XMPP 1.0 supports XML 1.0 only. A future version of XMPP might support other versions of XML, but that is out of scrope for RFC 3920 and probably rfc3920bis. However, we need to talk about XML versioning so that this is clear. I think that your suggestion makes sense, but I need to look at XML 1.1 again to be sure.
