This is https://mail.jabber.org/pipermail/standards/2016-February/030927.html based on XEP-0388 aka. SASL2 (and somehow an improved version of https://mail.jabber.org/pipermail/standards/2016-February/030898.html). Back then, Dave had some concerns (can't find the mailing list post ATM). I think the new version, ISR-SASL2, addressed those. But I'm sure Dave will tell us what needs to be changed in order to get this ProtoXEP a number.
