Thanks for straightening me out on what is in the 2.2.16-storm kernel. I am a bit 
closer to getting the scanner working. The problem I had previously was that I was 
applying
a HP4200 backend to SANE 1.03 and then trying to build SANE from the source files. I 
didn't notice that Storm had installed libsane 1.01. (Sometimes new is not better) When
I applied the backend and the SANE1.01 source, I didn't have any problem with 
configuring, building, and installing the new SANE.

I still have just one problem. When I boot, the USB driver for the scanner does not 
start. I get a message:
usb.c: USB new device connect, assigned device number 2
usb.c: This device is not recognized by any installed USB driver.

When I am in the SANE directory and run:
tools/find-scanner -v
it checks all of the /dev/sg files (sg0 to sgz)
In my case, it fails to open any of them.
I know that there is a scanner module (scanner.o) in lib/modules/2.2.16-storm/usb
although, I guess it is not loading on bootup. It would be nice if the next version of 
Storm would have in SAS something for USB modules. Anyway, if I download the
2.2.16-storm kernel and build the kernel again, should that take care of the problem? 
I would imagine that there is a USB section if I run
make menuconfig
