The first solution worked!
Thank you for the help.  It's nice to be able to have it work the way
it's supposed to.
Of course, other probs pop up like...
my reg. user cannot use konqueror (or galeon or mozilla for that
matter) for web browsing.  Of course I can use netscape, but what
permission things are happening when I used apt-get to install
those others?  I've tried making some changes in permissions but
none seem to work.  I need to be root to access the web via
konqueror, mozilla and galeon.  What a bummer!
Not just a bummer, but a major security risk.  Please do not go online as root...use Netscape as regular user for the time being.
Any ideas?  Do I
need to add myself to another group that does have permission?
Thanks again for the help with kde2.

In a terminal window as root: chmod o+x /path/to/filename (chmod=change mode  o=others  +=add  x=execute permission   filename=file slated for mode change)
Example:
chmod o+x /usr/bin/mozilla
