There is no way to guarantee the order in which the init-param elements will be given to the servlet, is there? Has any thought been given to another init-param to specify load order on the (non-default) sub-applications? Say ... app-load-order? You could then tokenize this value and guarantee a certain load order. I'm sure this idea has merits. Anyone else agree?
